Commonwealth Home Support Program (CHSP)

The CHSP provides a range of entry level maintenance, support and care services that are flexible, timely and respond to the needs of clients.

PAWA Community Care is an approved provider of services funded by the Commonwealth Home Support Program (CHSP).

The Commonwealth Home Support Program (CHSP) is a Government subsidised programme that supports older people who are still managing well at home but need an extra helping hand with everyday tasks that require low-level support. It also provides in-home and community respite services to give carers a break from their caring role.

CHSP is based on a wellness and reablement approach to service delivery. Wellness and reablement approaches are based on the idea that, even with frailty, chronic illness or disability, most people want and can improve their physical, social, and emotional wellbeing, to live autonomously and as independently as possible.

Wellness and reablement approaches work with older people to maximise their independence and enable them to remain living safely in their own homes and communities.

CHSP services may be short-term, intermittent or ongoing. The program places a strong focus on activities that support independence and social connectedness and consider each person’s individual goals and choices.

This type of government funding lets you choose from a set menu of services from your provider, you only pay for the services you use and you can dip in and out of the programme as you need support.

CHSP services provided in the community may include:

  • Social Support – social activities in a community-based group setting;

  • Transport – helps people get out and about for shopping or appointments.

CHSP services provided at home may include:

  • Domestic Assistance – household jobs like cleaning, clothes washing and ironing;

  • Personal Care – help with bathing or showering, dressing, hair care etc.;

  • Home Maintenance – minor general repair and care of your house or yard, for example, changing light bulbs or replacing tap washers;

  • Home Modifications – improve safety, accessibility and independence within the home environment. E.g. Purchasing and installation of bathroom hand rails, ramps etc.

If you want to stay in your own home, but need some help with daily tasks, or require entry level care, this program may be for you.

To access this program you will need to be assessed by My Aged Care and receive a referral code for one or few service types under CHSP. If you need information, assistance and guidance with referral to My Aged Care contact our care manager and they will be able to help 1300 227 292. Once you get approval for services under CHSP and choose PAWA as your provider we will work together we can design a service plan to suit your needs. We can only provide your will services you were approved for by My Aged Care.

CHSP is not designed for older people with more intensive or complex care needs. Clients who need ongoing high intensity care are outside the scope of this program. People with higher needs can receive appropriate support through other aged care programs, such as the Support at Home program or residential aged care.

CHSP is suitable for seniors who require:

  • Low-level needs on an ongoing basis

  • Short-term support after injury or illness

  • Access to basic, entry-level support services with minimal costs

  • Interim support while waiting for Support at Home

Our aged care support services under CHSP include:

Assist you with domestic services to ensure you remain safe at home:

  • General house cleaning: light household cleaning, including mopping, vacuuming, washing dishes, and general tidying of surface areas

  • Laundry: laundering of clothing and bedding and the ironing of clothing.

  • Shopping assistance: unaccompanied shopping, including developing a shopping list, driving to a shop, and assisting with the collection of shopping

Domestic Assistance

Support or temporary relief to your carer so they can continue and maintain caring relationships with you.

Community respite: Small day outings to keep up linked with you community, support independent living and social interaction and to provide respite for your carer

Flexible respite: Relief your carer from the usual caring tasks they regularly do while caring for you.This service is focused on the support and assistance for the you in your own home during the day or overnight;

Personal Care

Assist you in maintain appropriate standards of hygiene and grooming:

  • Assistance with self-care and activities of daily living

  • Assistance with the self-administration of medication

  • Continence management (non-clinical) to help you manage continence needs

Social Support and Community Engagement

Supporting you to maintain social contact, connection and participation in community life including diverse cultural activities:

Accompanied activities – with support of our staff

  • Accompanied shopping, bill-paying, medical or other appointments,

  • Assistance to maintain personal affairs, social contact or and participate in community life.

  • Cultural support focused to on social contact with your community, attending cultural and community events and assistance to access translating and interpreting services and translation of information into your language;

  • Digital education and support: assistance with access to training or direct assistance in the use of technologies to such as paying bills online, accessing telehealth

Individual social support:

  • service and activity identification and linkage;

  • assistance to participate in social interactions (in person or online);

  • visiting services, telephone, and web-based check in services.

Transport

The provision of indirect transport services to connect you with the community and attend your usual activities.

  • Indirect transport: Provision of a Cabcharge voucher for taxis

Respite

Service caps and limitations

The CHSP provides high-quality entry level aged care support. This support can be one-off, at a low intensity, short-term such as reablement, or on an ongoing basis.

CHSP is intended for those needing just 1 or 2 services for:

  • Ongoing low-level, or

  • Short-term care and support.

If you're approved for CHSP and your ongoing needs increase, we’ll talk to you about your options. We can refer to My Aged Care for re-assessment of your needs. You or your family member can also request re-assessment and review of your current services approval.  They can assess you for a Support at Home Program Care Plan or other aged care services.

CHSP Funding & Fees

The Commonwealth Home Support Program (CHSP) is subsidized by the government, but you will still need to contribute to the overall cost. You will be required to pay a co-contribution for each service that you use to your chosen provider/s, such as PAWA Community Care.

There is often a significant variation in funding from person to person. Those receiving CHSP services are asked to contribute towards the cost of their care if they can afford it by contributing through an income tested fee. This contribution will differ significantly from person to person, but is on average $300 per year for personal care. 

Services Australia will conduct an income assessment to determine if you are required to pay an income-tested fee. This fee is different for everyone. It’s based on your income, including your pension. Individual circumstances and capacity to pay are taken into consideration when commencing services with us.

The level of care provided to a CHSP client is usually less than a Home Care Package Level 1 (approximately $10,500 per annum).

As funding is not attributed to clients, this is provided as a guide only.

We may also deliver CHSP services at a higher intensity for a short time, in circumstances where they can make clear improvements to your function or capacity or avoid further decline, e.g. when you are unwell, recovering from surgery, fall, hospital admission or when your carer needs more intense support. We will make changes to you agreed support plan and set time limits for the increased support.

PAWA Community Care’s fee structure is simple and transparent with no exit fees, putting you in total control. The amount spent depends on how much and how often you use our services. You are in control of your care, how you choose to use funding so you have choice and flexibility in the way your support services are delivered.

Our Fees & Charges

Our fees are competitive, open and transparent. We offer flexible service times and costs include wages, travel time, mileage, training and development and other administration costs.

There are no hidden costs to you, and no surprise add-ons. Meeting your needs is our priority. Our coordinators can assist you with the details and tailor the best program for your needs and budget.

CHSP service charges are based on an hourly rates with a minimum service period of 30 minutes.

Applying for CHSP

To apply for funding support to receive care in your home, you will first need to register with My Aged Care. All applications for government-funded aged care services are made through the government portal, My Aged Care.

Step 1. Check Eligibility & Get Assessed

Contact My Aged Care on 1800 200 422 or complete the online assessment form. Soon after the online application is complete, an assessor will come to visit you or your loved one to complete a face-to-face assessment.

Step 2. Choose a Provider

Once assessed and approved for CHSP funding your assessor will give you a referral code. Use this code for when you begin to contact and compare aged care providers like PAWA Community Care to discuss and organize suitable services. Provide us with your referral code and we’ll discuss your circumstances, needs and goals, services avaliable in your area, your culture and language options, our staff and our cost and fees. You then choose PAWA Community Care as your provider for services.
